Parishville-Hopkinton Central School District

Procedures and Costs:
The Freedom of Information Law (commonly referred to as FOIL) requires school districts to allow public access to certain official documents and records. Please note that student records, protected by the federal Family Educational Rights and Privacy Act (FERPA) are exempt and cannot be accessed under FOIL requests.
Foil requests must be made in writing, either in hard copy or electronically, to the Records Access Officer. The school district must respond within five business days of the receipt of a written request by making the record available, by issuing a written denial, or by acknowledging the request and stating approximately when the request will be granted or denied within a reasonable time based upon the circumstances of the request.
When making a FOIL request, the person requesting the records has the option of coming to the District Office, by appointment, to view the requested material, may request the information electronically (if available), or can ask for photocopies of the requested document(s). If a photocopy is requested, the cost is $0.25 per page, plus the cost of applicable postage.
Appeals:
Individuals have the right to appeal a denial of a FOIL application to the Superintendent of Schools, Mr. Steven Coffin, who must fully explain the reason(s) for such a denial in writing within ten business days of receipt of an appeal.
